Nobody amends the standard directly.

Every evolution of the language is a NEP: a numbered, public, git-versioned document that argues its case before anything changes. The maintainers are bound by it too. Most of these carry Draft, and that is the normal state of a proposal in a standards process: the number exists so the argument can be cited while it is still being had.
